Ni har säkert noterat hur kreditvärderingsinstituten sakta men säkert, efter att ha sett mellan fingrarna i åratal, börjar ändra sina betyg för att dessa skall reflektera hur verkligheten ser ut. Fortfarande är betygen på tog för höga och långt fler borde ligga på skräpstatus, inklusive USA. Vi kommer komma dit, men kreditvärderingsinstituten inser att de reda nu måste börja sänka för att det inte skall komma som en chock senare.

Detta ställer givetvis till en hel del problem för de politiker och centralbanker som vill hålla illusionen vid liv om att allt står bra till med det finansiella systemet och världsekonomin. Därför är det inte förvånande att de kommer att ta till allt mer desperata åtgärder för att försöka kringgå verkligheten. Eller vad sägs om följande pärla från Trichet:

– ECB’s Trichet says has decided to suspend rating requirement for Portugal
– Trichet says there is procyclicality in rating agencies that is not optimal, says small oligopolistic structure is not desirable. (ZH: This coming from a central banking head)
– Trichet says best response to sovereign default is to “avoid” default

Junckers snack om ett europeiskt ratinginstitut är verkligen underhållning på högsta nivå. Vilken soppa! Den som inte kan se att spelet är slut och att en nollställning är att vänta är verkligen djupt sovande och kommer att få ett brutalt uppvaknande.

A stunner in the JCT press conference, who just announced that the ECB is willing to accept any junk that comes its way. Specifically he said that the ECB has decided to suspend a rating requirement for Portuguese collateral, and that the ECB will shortly issue a press release on the matter. Obviously the bank is now making stuff up as it comes alone. He also added that the suspension will be maintained until further notice. Expect this move to affect Italian, SPanish and all other insolvent country debt shortly as it becomes all too clear that the ECB will do everything in its power to give out cash against insolvent paper. And now you know what Europe’s QE looks like.

7 July 2011 – ECB announces change in eligibility of debt instruments issued or guaranteed by the Portuguese government

The Governing Council of the European Central Bank (ECB) has decided to suspend the application of the minimum credit rating threshold in the collateral eligibility requirements for the purposes of the Eurosystem’s credit operations in the case of marketable debt instruments issued or guaranteed by the Portuguese government. This suspension will be maintained until further notice.

The Portuguese government has approved an economic and financial adjustment programme, which has been negotiated with the European Commission, in liaison with the ECB, and the International Monetary Fund. The Governing Council has assessed the programme and considers it to be appropriate. This positive assessment and the strong commitment of the Portuguese government to fully implement the programme are the basis, also from a risk management perspective, for the suspension announced herewith.

The suspension applies to all outstanding and new marketable debt instruments issued or guaranteed by the Portuguese government.
